Goal

Along with CFO, give input to the strategic direction of AOe's Finance organization.
Manage the daily activities of a Finance unit to ensure complex finance issues are successfully resolved, changes and recommendations to Finance policies are developed and implemented, and to ensure successful preparation of financial forecasts, reports and other analyses ultimately aiming for providing the best possible business
environment for AOC and its affiliates.
Advise AOC Management on corporate finance strategies (Treasury, Holding, Internal control and Tax activities) and ensure AOC complies with governing policies, accounting procedures and legislation including Tax compliance.

Key Responsibilities

Supervise the daily activities of a Finance team and conduct management responsibilities
Conduct Performance Management Process with direct reports and proactively support the development needs of the Finance Division as a whole
Plan and schedule the work of subordinates to maintain a timely and orderly flow of finance activities
Review and monitor output, issue instructions to assure activities are conform with AOC policies, approved procedures and accepted accounting principles
Identify improvement areas, adjust work assignments, and recommend adoption of new or revised processes and procedures
Provide summaries and reports of the finance unit activities as required by management

Functional Specific Responsibilities

Depending on the area of expertise within Finance;


Business Control
Manage Financial Activities

  • Manage day-to-day financial activities of the organization, control its financial resources: development of annual Business Plan, Operating Plan, Accountability Reports for AOC Group, Saudi Aramco Global Research Centers, TEAM Terminal and Maasvlakte Olie Terminal (MOT)
  • Steer and oversee methodology and reporting back charging AOe's operating costs to Saudi Aramco, direct subsidiaries of Saudi Aramco, including commercial requirements
  • Prepare budgets, forecasts and variance reports for the business including Management Reports and data analytics


Risk Management

  • Manage and oversee the Governance, Risk & Control (GRC) framework for AOC's Group, annually report to the Supervisory board
  • Develop and oversee the of approval and signatory authorities structure up for AOC Group, ensure alignment between internal, external approval authorities with the Chamber of Commerce filing Design, implement and oversee the Internal Control Over Financial Reporting (ICFR) framework to ensure controlled business activities within AOC Group
  • Set up, coordinate, and oversee Enterprise Risk Management (ERM) activities Monitor, evaluate efficiency of the management actions on the Internal Audit findings for AOC Group, annually report to the Supervisory board

 

Internal Controls Management

  • Manage and oversee the Contract Review and Cost Compliance Function ensuring contracts are reviewed commercially to the best interest of the company
  • Manage AOC's risk exposure on new and existing contracts
  • Oversee and Coordinate set up and reviews of Service Level Agreements and development of Service Authorizations for all Saudi Aramco direct subsidiaries and Joint Venture customers
  • Coordinate and establish procedures and Operating Process Agreements to comply with regulations and standards for PMTs, SAO and Joint Venture activities
  • Responsible for identifying, documenting and implementing internal financial controls
  • Manage development of Operating ProcessAgreements between AOC and SAO customers Manage the AOC (corporate would be SAO,or not?) group insurance portfolio (excluding employee insurances), explore together with Saudi Insurance management division optimal insurance coverage.
  • Coordinate and provide reporting on export contracts for AOC operating area for Saudi Project
  • Development division based on country specific Export credit agencies requirements
  • Manage Vendor Risk Assessments
  • Oversee and monitor the AOC BV policies and procedures framework
  • Support ad-hoc requests from CFO
  • Coordination of internal audits on behalf of Finance Division

External

  • Regular with various governmental agencies including Tax authorities
  • Regular with service organizations, vendors, banks, external auditors, senior and functional management of AOe's subsidiaries (S-OILand Arlanxeo) and SAO Finance Business lines regarding Finance/Accounting issues as well as with SAO Treasury, Regular with Saudi Aramco International operations, Corporate planning, Accounting policies & systems department, JV Support team, M&A team and Law, Other Saudi Aramco direct subsidiaries.
  • AOCs joint ventures in relation to intercompany financing activities.
  • External service provider for Tax (compliance) for chapter 8's, Accounting services, Team Terminal and Maasvlakte Olie Terminal (MOT); This includes the management of the terminals and well as with other shareholdings in the terminals in the Finance Committee
  • Interact and liaise with internal and external bodies and C-Ievel position holders (CFO,CEO )of these bodies
  • Brokers and Advisors

 

Internal

  • Daily with other Finance personnel at all levels regarding accounting data and procedures
  • Regular with other AOC divisions on matters related to Finance
  • Regular with AOC Management and President & CEO, Supervisory Board

Requirements

Bachelor degree in Accounting, Finance, Business Administration, Economics or related areas
Excellent English skills, both written and verbally
12 years of experience in progressively more responsible finance positions, supervisory experience is beneficial, from which at least 6 years in a supervisory role or sound professional with preferably some (project) supervisory roles.
